Как он по сравнению с HomeSite и DreamWeaver ?

Я эту программку не пробовал, но, честно, и не собираюсь. Вот что о ней сказано (привожу первый абзац):
Loaded with extra features such as its database import wizard, SoftQuad's HoTMetaL PRO 4.0 ($129 list) does a great job of letting you build Web pages either by using graphical tools or by applying HTML tags directly. You also get macros to automate repetitive tasks and excellent site management tools. HoTMetaL PRO, though, for all its strengths, is a less powerful code-based editor than HomeSite, and not as graphically oriented as the best hybrid WYSIWYG tools such as FrontPage 98 or Dreamweaver.
